Committee Meetings

House Transportation Committee

The Committee met on Tuesday, May 10, and approved three bills. HB 971, Motor Fleet Clarification, would provide that the Department of Administration may contract with private vendors for short-term rental vehicles for use by officers and employees of State agencies for State business. HB 988, Repeal Light Rail Funding Cap, would repeal a funding of cap of $500,000 in State funds for light rail projects enacted in 2015. HB 1002, Ferry System Stabilization Act, would eliminate ferry tolling and provide State funds for improvements to the State Ferry System.

House Health Committee

The Committee met on Wednesday, May 11, and approved four bills. HB 1012, Study Allocation of CC Subsidies/Waitlist, would direct the Division of Child Development and Early Education to study and report on the allocation of child care subsidies. HB 1013, Study Alignment of CC Services Applications, would direct the Division of Child Development and Early Education to study and report on the feasibility and desirability of developing a streamlined process for eligible families to apply for and obtain available services. HB 1014, NC-PreK Conforming Change, would make conforming changes regarding the names of the NC Pre-K program, and the Advisory Council on Rare Diseases. HB 1040, Study Costs Associated With NC Pre-K Slots, would direct the Division of Child Development and Early Education to study and report on the costs associated with the slots for the NC Pre-K Program.

House Appropriations Subcommittees

All of the subcommittees met on Thursday, May 12, and each revealed budget recommendations for the various departments. The full House budget is expected to be publicly available on Monday for review. The House Appropriations Committee is scheduled to meet on Tuesday to take up the budget for consideration. May 20 continues to be the target for the House to pass its budget. Once the House passes the budget, the Senate will begin its budget process. After the Senate passes its version of the budget, the House and Senate will form a conference committee to help negotiate a final agreement for the state budget.

Senate Education Committee

The Committee met on Wednesday, May 11 to take up HB 474, Exclude Year-Round Track Out Program/Child. A proposed committee substitute was adopted changing the content of the original bill.  The new language adds an exception from the definition of child care for track out programs provided to school-age children when they are out of school on a year-round school calendar. HB 474 received a favorable report in Committee and was placed on the Senate calendar for Tuesday, May 17.
