North Carolina Legislative Report - February 6, 2015

The General Assembly convened for the 2015 legislative session on January 14. Lawmakers returned to Raleigh on January 28 to begin the session in earnest. The MVA Public Affairs Legislative Report on North Carolina will be distributed weekly basis to keep you up to date on the latest legislative issues facing the state.

On The Floor

This week, the Senate passed S 14, Acad. Standards/Rules Review/Coal Ash/Funds.  The bill passed 38 to 11. 

In the House, H 3 passed second reading by a vote of 111 to 4.  A vote on third reading has been scheduled for February 10. 

Committees

Senate Appropriations/Base Budget Committee

The Committee met on Tuesday, February 3 and passed S 14, Acad. Standards/Rules Review/Coal Ash/Funds.  This bill seeks to provide funds for the litigation expenses of the Rules Review Commission, to provide funds for the operating expenses for the Academic Standards Review Commission (ASRC), require the ASRC post certain information on its website and clarify Coal Ash Management Commission appropriations. 

House Judiciary II Committee

The Committee met on Wednesday, February 4 and passed H 3, Eminent Domain.  H 3 seeks to amend the North Carolina Constitution to prohibit condemnation of private property except for a public use and to provide for the payment of just compensation with right of trial by jury in all condemnation cases.
