Local restrictions on large-scale projects are already a primary obstacle to getting more solar panel arrays, wind turbines and transmission lines in the ground, yet a push by states to adopt increasingly aggressive clean energy requirements means land-use issues will only grow thornier.

Fernandez states, "If the transmission lines aren't already there, especially as projects get larger and they need some of the higher-voltage lines to be close, that's another issue. You can't ship electricity everywhere efficiently, and we're still talking about building it where it's close to where it's used."
