Tiffany Payne represents clients in high-stakes white-collar criminal defense, civil enforcement and regulatory matters, internal investigations, and complex business litigation. A certified Artificial Intelligence Governance Professional, she advises on the full lifecycle of AI integration, helping organizations implement AI responsibly and in line with evolving regulatory requirements.

Overview

With more than a decade of experience in private practice in New York and Washington, D.C. , Tiffany combines extensive regulatory and enforcement defense acumen with creative, practical solutions to address complex legal and business challenges that meet her clients’ strategic and operational goals.

Tiffany proactively counsels clients through complex regulatory frameworks and manages sensitive matters to reduce legal and reputational exposure. She has developed a niche practice helping clients operating in highly regulated industries — particularly financial services and healthcare — capitalize on AI and other new technologies in a way that minimizes risk and drives innovation. Tiffany brings astute judgment while understanding the importance of adoption speed and prioritizing organizational values. Leveraging her understanding of evolving domestic and international AI regulations, she positions clients across the Southeast to lead in today’s AI era by ensuring they are protected in day-to-day operations.

Tiffany’s core competencies in AI integration include:

  • Deciphering and navigating evolving domestic regulations and the EU AI Act;

  • Government enforcement defense; and

  • Building ethical and robust governance frameworks that prioritize positive human impact and brand integrity.

Tiffany also closely monitors False Claims Act (FCA) enforcement trends. With growing scrutiny of government claims in healthcare and other sectors, Tiffany aims to prevent FCA liability through early detection and a preventative, compliance-first approach that is appropriately tailored to the business’s specific needs.

She represents individuals, financial institutions, accounting firms, self- regulatory organizations, and publicly traded companies before the Department of Justice, the Securities and Exchange Commission, the Commodity Futures Trading Commission, the Consumer Financial Protection Bureau, the Financial Industry Regulatory Authority, and state attorneys general. Tiffany has experience with anti-money laundering requirements, insider trading, accounting independence and standards, the FCA, the Foreign Corrupt Practices Act, the Commodity Exchange Act, and state and federal securities laws and regulations.

Tiffany also represents clients in contested matters in federal and state courts across the country, including those involving securities laws, the Racketeering Influenced and Corrupt Practices Act, the Truth in Lending Act, the Real Estate Settlement Procedures Act, the Fair Debt Collections Practices Act, state and federal unfair and deceptive acts and practices laws, state consumer lending laws, breach of contract, business torts, fraud, and probate laws.

Inspired by a deep family legacy of military service, Tiffany is a passionate advocate for veterans' rights.  She focuses her pro bono work on helping veterans with "less than honorable" discharges petition military review boards for upgrades to their discharge status based on mitigating factors, ensuring their service is fairly recognized.

Prior to joining the firm, Tiffany was a Counsel in the New York and Washington, D.C. offices of Wilmer Cutler Pickering Hale and Dorr LLP and an associate in the Washington, D.C. office of Goodwin Procter LLP.
