Overview
Trusted domestically and abroad, Mark advises sponsors, investors, lenders, and public-sector entities on the development, structuring, financing, acquisition, and divestiture of large-scale infrastructure and energy assets in the Carolinas and throughout the US and world. Recognized as a leader in infrastructure development and project finance, Mark guides clients through all phases of project execution—from early-stage structuring, permitting and concession negotiation through financial close, construction, and long-term operation. He is particularly skilled at aligning commercial, regulatory, and financing frameworks to deliver bankable projects in complex domestic and cross-border environments. Mark has deep experience in all infrastructure types, including toll roads, ports, mining, transmission lines, social infrastructure, and oil and gas pipeline and storage facilities. Mark joined the Firm in its Charlotte office in 2025 after practicing in NYC for over 30 years with Wall Street and global law firms.
Mark has structured and negotiated a broad spectrum of infrastructure financings, including:
- Syndicated and bilateral bank financings: construction, bridge, and long-term facilities
- Capital markets transactions: private placements, Rule 144A offerings, and tax-exempt bond financings
- Trade and structured finance solutions: receivables facilities, commodities finance, and supply-chain finance
- Government-supported and cross-border financings: transactions backed by export credit agencies and development finance institutions
He represents a diverse range of infrastructure market participants, including project sponsors, infrastructure and private equity funds, commercial banks, multilateral institutions, and institutional investors.
In addition to financing matters, Mark negotiates and drafts the core project documents that underpin infrastructure delivery and bankability, including concession agreements, EPC and construction contracts, power purchase and fuel supply agreements, operations and maintenance agreements, and commodity and power hedging arrangements.
